Well, it's logical. At some point Japan's gotta be ready to defend itself against China, which is often openly bellicose toward regional adversaries --- and that's despite the huge U.S. presence in the region. (Or China is perceived as bellicose, often as the media and blogs pump up the atmospherics.) Expect to see further defense mobilization in Japan in the immediate years ahead.
